I am a commercial seller in the US using PayPal to generate USPS postage for shipments to Germany. Once the merchandise goes through the various stages of handling in the US, it is handed over to DHL Express Deliver Service in Germany, and most of the time, the shipments vanish into thin air. Upon a lengthy official enquiry by the US Post Office International Claims Processing Unit, DHL reports that "has no record of delivery."
This unreliable process has occurred frequently, so I advise postal customers to never use any service that depends on DHL, which is essentially the German Post Office.
